The chief address of Paul’s Pastoral epistles right through to Peter is Doctrine. False Doctrine was the biggest existential threat to the Early Church, and so Paul will set up strong local government and instruct them to teach his doctrine. Clear teaching on both church government and the doctrine of Christ will ensure strong local churches that can withstand social fads and the winds of doctrine blowing in from the Judaizer and Philosopher camps.
