All Israel gradually deserts God, declining politically and socially over the next 350 years. The tribe of Dan, migrating north (c.1370 BC), gets involved in apostasy and idolatry. Israel is led by judges.
Note: Some of the periods of the judges seem to overlap. They ruled sub-areas. The appointment of judges is given in Deuteronomy 16:18. Samuel’s circuit seems to have been in the tribal area of Benjamin (1 Samuel 7:16) together with Shiloh.
