What is this passage saying?

Yahweh reiterates the coming acts of judgment and deliverance to Moses and Aaron. When they appear before Pharaoh, they perform miraculous acts that demonstrate Yahweh’s power over Pharaoh’s.

What is this passage teaching?

Although the people of Israel are still doubtful of Yahweh’s plans (Exodus 6:9), Moses and Aaron appear again before Pharaoh. For the first time, Yahweh’s power is miraculously pitted against Pharaoh’s. Although both Aaron and the magicians turn their staffs into serpents, it is Aaron’s staff that swallows the magicians’. This odd scene is a prelude to the plagues to come and a powerful representation of Yahweh’s power and providence. Even this moment was an extension of grace to Pharaoh – an invitation for him to surrender and worship the one true God. However, just as Yahweh said, Pharaoh’s heart was hardened (Exodus 4:21; 7:3, 13) and he did not let the people go.

How do I respond?

On the precipice of the plagues, God is still extending grace to Pharaoh and his people. He is allowing Pharaoh to repent of his wickedness, worship the one true God, and allow the Israelites to leave in peace. Instead of submission, however, Pharaoh’s heart is hardened, and he refuses to obey Yahweh. Are there areas of your life where you are rebellious to God? Is there a particular sinful habit or destructive attitude that prevents you from worshipping God with your life fully? Even now, He is extending a gracious offer of repentance and deliverance to you. Confess that area of your life to God and ask for forgiveness. Consider confessing to a trusted Christ-following friend to help hold you accountable and encourage holiness in your life.
