Romans was written by the apostle Paul about 20 years into his ministry. He wrote it while in Corinth, leading up to his arrival in Jerusalem. His hope was to visit Rome after his time in Jerusalem, but after being warned by the Holy Spirit Paul understood that he may not arrive in Rome to preach. That changed the context of his letter to be more theology about God and his redemptive plan as opposed to a letter addressing the church and its challenges.
